This section aims to provide comprehensive details and guidance on each type of licence, certificate or permission required by the Licensing Act 2003. Please use the following links to download the relevant application form and corresponding guidance document.

Please note that these guidance documents cannot replace the full detail of the legislation and the views contained in the guidance documents are not those of the Licensing Authority. You are therefore advised to obtain suitable professional legal advice concerning any application to be made under the Licensing Act 2003.

National Fraud Initiative - Fair Processing Notice

This authority is under a duty to protect the public funds it administers, and to this end may use the information provided Personal Licence application forms for the prevention and detection of fraud. It may also share this information with other bodies responsible for auditing or administering public funds for these purposes.

New Premises Licence applications

The consent form must accompany a new application. A Premises Licence and Club Premises Certificate Guide has been prepared to help you make your application.

Variations to existing Premises Licences

The consent form must also accompany any application for variation of DPS.

Reviews of Premises Licences and Club Premises Certificates
Responsible Authorities and members of the public/businesses located in the vicinity of a licensed premises can request a review of the licence or certificate, if they feel that the licensing objectives are not being met. You should also read the guidance on making a review carefully.

New Personal Licence Applications

Other Provisions

Temporary Event Notices (TENs)
Temporary Event Notices (TENs) allow licensable activities for short periods of time. Anyone can apply for a TEN, using the Temporary Event Notice application form.

Please note that there are limits to the number of TENs that can be held in any given year. Please see the TENs section on the Licensing Home Page, or the guidance document in the section below for more information. A TEN guide has been prepared to help with such applications.

The Council can draw from a Pool of Standard Conditions when required to attach conditions to licences during a hearing. You may wish to make reference to any of these specific conditions in your application.

Interested Parties
Guidance is also available for interested parties (residents or businesses - including their representatives - located within the 'vicinity' of the licensed premises) when making either a representation against an application or when applying for review of any existing licence or certificate.

 

In relation to decisions made at a hearing held by the Licensing Authority, all parties have a right of appeal. Specific guidance on appeals is available for interested parties who have attended a hearing.
