Following public consultation, West Lancashire Borough
Council has made 4 Dog Control Orders (DCOs) inline with the above
legislation. These Orders will come into force on 3 July
2009. Notices were published in
the local press outlining the content and effect of the Orders.
- The Dogs Exclusion Order 2009.
This applies to land listed in the schedule below. A person in
charge of a dog will be guilty of an offence if at any time he
takes a dog onto, or permits a dog to enter or to remain on, any of
the enclosed children's play areas to which this Order applies.
Anyone found committing an offence will be issued with a fixed
penalty of £75.00.

- The Dogs on Leads Order 2009.
This applies to all carriageways in the West Lancashire
Borough Council area with a speed limit of 40mph or greater
and adjoining footways, cycle tracks and verges. A person in
charge of a dog will be guilty of an offence if, at any time, on
any land to which this Order applies, he does not keep the dog on a
lead. Anyone found committing an offence will be issued with a
fixed penalty of £75.00.
- The Dogs (Specified Maximum) Order 2009.
This applies to all land that is within the West Lancashire Borough
Council area, where the public are allowed access with or without
payment. It is an offence to take more than 6 dogs onto any land to
which the Order applies. Anyone found committing an offence will be
issued with a fixed penalty of £75.00.
- The Dogs on Leads by Direction Order
2009. This applies to all land that is within the West
Lancashire Borough Council area, where the public are allowed
access with or without payment. It is an offence not to comply with
the direction by an authorised officer of the Council to put, and
keep, a dog on a lead where such restraint is necessary to prevent
it being a nuisance or disturbance to any other person, animal or
bird on any land to which the Order applies. Anyone found
committing an offence will be issued with a fixed penalty of
£75.00.
