You have the chance to comment on proposal for a Burscough Neighbourhood Plan
You can give your views on what area a proposed Neighbourhood Plan for Burscough should cover.
West Lancashire Borough Council has received an application from Burscough Parish Council, who wish to prepare a Neighbourhood Plan for their area.
Neighbourhood Plans are a new way for communities to influence the future of the places where they live and work by setting local planning policies that, alongside the adopted West Lancashire Local Plan, guide how development should come forward in a community, for example by influencing the type, design, location and mix of any new development that is built.
The Government's Localism Act (2011) introduced the right for communities to prepare neighbourhood plans. Plans must follow some basic ground rules, including being in line with local and national planning policies.
The application from Burscough Parish Council sets out the boundaries for the Burscough neighbourhood area and an explanation of why this area is considered appropriate for a Neighbourhood Plan. This is the first stage of creating a Neighbourhood Plan.
The Borough Council has published the proposal and is inviting comments from the public between Wednesday 3 September and 4pm on Friday 17 October.

Councillor Martin Forshaw, portfolio holder for Planning and Development, said: “The preparation of a Neighbourhood Plan for Burscough would be a positive addition to the local planning guidance for the Borough. Everyone in the borough is invited to comment on this application to designate a Neighbourhood Area but we particularly want to encourage the people of Burscough to give their views.”
The application by Burscough Parish Council will be considered by the Borough Council following the consultation period, taking on-board any comments from the community. If the application is approved, then the Parish Council will prepare the Neighbourhood Plan in consultation with the local community before submitting it to the Borough Council.
The Borough Council will then consult on the Plan, have it independently examined and, if it passes the examination, will then hold a local referendum of the Burscough community, before it can be adopted by the Borough Council.
