The Council has adopted important planning documents that will help guide development of sites where a total for 700 homes will be created.
West Lancashire Borough Council has been working on development briefs for Grove Farm, off High Lane, Ormskirk, and land off Firswood Road on the border of Lathom South and Skelmersdale.
The sites are allocated for housing in the Council’s Local Plan which sets out how the borough should develop up until 2027. The development briefs set out a vision for each site and establish key principles to be considered by developers and other interested parties through the development process.
They outline the type and amount of development expected or encouraged by local planning policy, and set out specific issues the Council would wish to see addressed through a development proposal.
Both draft documents generated a lot of interest from residents through the consultation process and public events were very well attended. The comments received by local residents have helped to shape the adopted document.
Councillor Martin Forshaw, portfolio holder for Planning and Development, said: “We are very grateful to everyone who took part in the consultation. We have listened to and taken on board many of the points raised by local people. The briefs are very important documents as they will guide developers who are interested in building there and assist the Council in deciding planning applications for the sites.”
The Firswood Road site is expected to deliver 400 new homes before 2027. A key aim within the development brief was to integrate any new development with the surrounding area to support community cohesion.
This was also a concern for people living in the area, and the Council has added extra text to the brief to ensure the site is better connected to the surrounding area.
Some further amendments have also been made to the final brief to ensure the concerns of residents and consultees have been addressed. These include, limiting the number of dwellings taking access from Firswood Road, relocation of the proposed main access to the site from Old Engine Lane to a point further south along Neverstitch Road, and amendments to clarify the position on a number of issues including the relationship of proposed development and existing properties on the site and ecological matters.
A total of 300 homes are expected to be accommodated on the Grove Farm site, which will also incorporate a new linear park connecting Ormskirk and Burscough.
After the consultation the route of the proposed linear park has been revised to accommodate concerns expressed by the occupants of neighbouring properties.
Extra detail has also been added to the brief to address issues including traffic management, flood risk and how affordable housing and accommodation for the elderly will be delivered.
