The Local Plan (2012-2027) Development Plan
Under planning law, planning applications are to be judged
against the development plan for the area, unless material
considerations indicate otherwise. The current development
plan is the West Lancashire Local Plan 2012-2027, adopted on the 16
October 2013. It is supported by the National Planning Policy
Framework and Supplementary documents and guidance.
Important news - changes to the database
For many years, we held a consultation
database containing the details of all those people who have asked
to be notified of planning policy news and/or who have made
representations on any of the documents we have
produced. However, we realise that many of the 4000
people on it will no longer wish to be kept informed. In addition,
we want to move to a new system, which will make it easier for us
to inform you of latest news, preferably using your email
address. We want to ensure that we only
contact those people who are interested in receiving planning
policy and consultation news. Subsequently, we are asking
everyone who wishes to be kept informed to ‘opt in’ to a new
contact database. If you do not opt in, then you will not
receive any further contact from us.
Community Infrastructure Levy
The Council are considering introducing a 'Community
Infrastructure Levy' (commonly called 'CIL') for West
Lancashire. CIL allows local authorities in England and Wales
to raise funds from developers who are undertaking new building
projects in their area. The money can be used to pay for a wide
range of infrastructure that is needed as a result of
development. This can include things like transport schemes,
green spaces and the maintenance of new infrastructure. The Council
have now submitted the Draft Charging Schedule for Examination.

Gypsy and Traveller Accommodation DPD
As part of the Local Plan Examination
process, the Inspector recommended that
Policy RS4 could not be found sound as
submitted. Therefore, Policy RS4 has been deleted
in its entirety from the Local Plan
and the Council has made a commitment to prepare a
separate Provision for Travellers
Sites Development Plan Document (DPD). An updated Local Development
Scheme was published in May 2013 which includes this commitment and
the anticipated timescales.
Until the Provision for Travellers Sites DPD is adopted by the
Council, Policy DE4 of the West Lancashire Replacement Local Plan
2001-2016 remains part of the Development Plan for the Borough.
Masterplans, Supplementary Planning Documents and Development
The Policy team will be preparing a series of Masterplans and
Supplementary Planning Documents to support the policies of
the Local Plan and provide development guidance for the strategic
site at Yew Tree Farm, Burscough. Development Briefs for the
sites at Firswood Road, Skelmersdale and Grove Farm, Ormskirk will
also be produced. Further information will appear here as and when
they are prepared.
