The Local Plan (2012-2027) Development Plan

Under planning law, planning applications are to be judged against the development plan for the area, unless material considerations indicate otherwise. The current development plan is the West Lancashire Local Plan 2012-2027, adopted on the 16 October 2013. It is supported by the National Planning Policy Framework and Supplementary documents and guidance.

The Council are consulting on the draft Open Space SPD (2014) between Thursday 3 April - Friday 16 May 2014.

Community Infrastructure Levy

The Council are considering introducing a 'Community Infrastructure Levy' (commonly called 'CIL') for West Lancashire. CIL allows local authorities in England and Wales to raise funds from developers who are undertaking new building projects in their area. The money can be used to pay for a wide range of infrastructure that is needed as a result of development. This can include things like transport schemes, green spaces and the maintenance of new infrastructure. Masterplans, Supplementary Planning Documents and Development Site Briefs

We are preparing a new Open Space SPD, which will eventually replace the current Open Space SPD (2009). We are consulting on the document from 3 April 2014 until 16 May 2014.

The policy team are preparing a Masterplan to support the policies of the Local Plan and provide development guidance for the strategic site at Yew Tree Farm, Burscough.  The team are also preparing Development Briefs for the sites at Firswood Road, Skelmersdale and Grove Farm, Ormskirk which will give additional guidance for development on each site.


Please note that consultation on the Masterplan and the Development Briefs closed on Friday 21 March 2014. Further information on the comments we received will appear here in due course.

Gypsy and Traveller Accommodation DPD

As part of the Local Plan Examination process, the Inspector recommended that

Policy RS4 could not be found sound as submitted. Therefore, Policy RS4 has been deleted

in its entirety from the Local Plan and the Council has made a commitment to prepare a

separate Provision for Travellers Sites Development Plan Document (DPD). An updated Local Development Scheme was published in May 2013 which includes this commitment and the anticipated timescales.


Until the Provision for Travellers Sites DPD is adopted by the Council, Policy DE4 of the West Lancashire Replacement Local Plan 2001-2016 remains part of the Development Plan for the Borough.
