Supplementary Planning Guidance notes (SPGs) and
Supplementary Planning Documents (SPDs) explain in greater detail
how policies will be used to control development. They may be
topic-based e.g. on open space, or may relate to a specific site,
for example the former Atkinson Kirby site in Ormskirk.
SPGs were prepared under the old (pre-2004) Local Plan system.
SPDs are prepared under the new Local Plan system (and previous
Local Development Framework system). These perform a similar
function to SPGs, but are prepared in a more rigorous way involving
public consultation and a sustainability appraisal. However, both
SPGs and SPDs currently have legal weight in West Lancashire and
are part of our development plan. We use both types of
document when determining planning applications. They are as
