Crisis and Resilience Fund

The Crisis and Resilience Fund (CRF) is a UK Government program providing financial support to low-income households facing sudden financial crisis while promoting long-term financial resilience.

The fund also aims to help reduce repeat crisis by linking residents to wider support where appropriate and helping to improve financial resilience.

Who can apply

You can apply if you:

  • Live in West Lancashire
  • On a low income
  • Experiencing an urgent financial crisis
  • Need short term support to help with essential costs

A crisis is a situation where immediate action is needed to prevent or deal with serious hardship. This may include going without essentials such as food, shelter, heating, water, energy, furniture or appliances. A financial shock can also leave a household in crisis, for example an unexpected bill, a broken household item or a sudden short-term loss of income.

Examples of situations where support may be considered include:

  • A sudden loss of income or a short term gap in regular income
  • Immediate difficulty affording food, heating, water or other essentials
  • An unexpected bill
  • Utility or fuel shortages including oil used for fuel

  • Domestic abuse or leaving an abusive relationship
  • Family or household breakdown
  • A serious incident such as a flood, fire, gas explosion or chemical leak
  • An accident, health emergency or mental health crisis leading to urgent extra costs
  • Another urgent situation that is putting your household at risk

What Crisis Payments may help with

Depending on your circumstances, support may be considered for essential needs such as:

  • Food
  • Water
  • Energy or fuel
  • Clothing or hygiene products
  • Essential household items
  • Housing related costs
  • Essential transport

Support is considered on the basis of your individual circumstances, the nature of the crisis, the evidence of need and the funding available.

How to apply

You will need to complete an application form and provide evidence to support your application.

We need:

  • Your previous 2 months’ bank statements for all bank accounts showing your name, address, postcode and transactions
  • Any other information that may be relevant to your application, such as bills, quotes or invoices

Once you have completed the application form please email along with the documents required to CRF@westlancs.gov.uk, or you can drop it off at one of our customer service points or post it to PO Box 16, Revenues and Benefit Service, 52 Derby Street, Ormskirk, L39 2DF.



Government support for homes reliant on oil for heating

The UK Government has announced support for households that use oil for heating, in response to the global rise in oil costs. This support will be delivered through the Crisis and Resilience Fund.

The Crisis and Resilience Fund is provided directly to the County Council by the UK Government, and we work closely with the County Council as they allocate funding to districts for local administration.

We will update our pages as soon as we receive further information on how payments for households reliant on oil will be administered.
