Update on Skelmersdale town centre - January 2021

The next stage of the Skelmersdale Town Centre development project is beginning with preparations for on site groundworks, so footpaths across the site will be closed from Wednesday 27 January and will remain closed until work on the site is completed.

The routes affected are from the Concourse Shopping Centre to West Lancashire College, and from Skelmersdale Library to Asda and the subway route from Northway to Firbeck near Skelmersdale Library. Alternative routes around the area will be marked with signs to guide residents along the diversions.

We are delighted to be moving forward with this important project and will update everyone on the progress as we go along.

Our scheme

Plans to transform Skelmersdale town centre are moving forward which will breathe a new lease of life into the area by bringing significant investment and new jobs, providing multiple benefits for the entire community.

St. Modwen has now been granted planning consent for a scheme in the town centre which focuses on the currently underdeveloped area of the land between the West Lancashire College and the existing town centre, by bringing essential new retail development to the town. It is hoped that this development will be the catalyst for further investment and improvements to the town.

This comes on top of the new West Lancashire College, Youth Zone and transformation of the Firbeck Estate with investment in the existing housing to be complemented by the potential development of 3 further housing sites which are to be marketed in the coming months.

In addition there will be extensive improvements to the public realm as part of the proposals, including a new high street between the college and the existing town centre, as well as enhancements to the public areas outside the library and Nye Bevan Leisure Centre.

Skelmersdale town centre regeneration is being progressed by a partnership between the Borough Council, Homes England and developer St. Modwen, and supported by Lancashire County Council.

Builders arrived on site on Monday 20 January to start construction work on the scheme and Councillor Ian Moran, Leader of West Lancashire Borough Council and portfolio holder for Regeneration, delivered a speech to West Lancashire residents.

West Lancashire Borough Council is focusing on the delivery of the first phase of the Town Centre proposals and will look to review what developments will be most suitable in the remainder of the town centre development area in the future. Proposals for the next phase would see a new Leisure and Wellbeing Hub being built in the town centre. 

We are pleased that a new cinema will be built at the Concourse Shopping Centre and we continue to work with the Shopping Centre's owners London and Cambridge Properties to make this a reality. The new cinema will complement the town centre development and help create an area the people of Skelmersdale can be proud of.

Although there is a planning consent for a cinema outside the Concourse, there will now be no need to pursue this as the Concourse Shopping Centre is delivering its scheme.

Skelmersdale Rail Link & Station

We are continuing to work with Lancashire County Council, Merseytravel and Network Rail to work up firm, deliverable proposals for the new Rail Link and Skelmersdale Station, and develop the business case for those proposals, in order to seek to secure Government funding for the project.
