Burscough residents can vote on new plan
People living in the Burscough Parish area will decide whether a new plan should be used by West Lancashire Borough Council when making decisions on proposed development in the Parish.
The Burscough Parish Neighbourhood Plan contains a vision, objectives and planning policies for the area, covering a time period to 2027. It will help to shape:
- What development takes place in the future and where
- What new buildings will be expected to look like
- What new infrastructure may be needed
- Which sites, such as open spaces, should be protected
The Neighbourhood Plan has been prepared by Burscough Parish Council. Consultations have been carried out with the local community and an independent Examiner has agreed the plan meets the necessary requirements to be adopted.
Now a referendum will take place on Thursday 11 July 2019 for residents of the Parish who are registered to vote to decide whether the Borough Council should adopt the plan. If voters say yes, the plan will be used as part of the planning process for determining planning applications in the Parish of Burscough.

Only people living in the Burscough Parish area, which includes part of the Borough Council ward for Scarisbrick around Martin Mere, can vote in the referendum. Poll Cards will be issued to voters. People can also ring the Elections Office on 01695 585014 or email firstname.lastname@example.org to check if they are eligible to vote.
Kim Webber, Electoral Registration Officer, said: "Residents of the Burscough Parish Area should make sure they are registered to vote so they can have their say on whether the Neighbourhood plan should be adopted."
Register to Vote
If you receive a Poll Card for the referendum, you are registered to vote. However, residents can check whether they’re registered to vote by calling 01695 585014. You can fill in an online registration by visiting register to vote (external link) or register to vote. For more information please email email@example.com. If you do not have internet access please ask the elections office for a paper registration form to be sent to you. The closing date to register to vote in the referendum is midnight on Tuesday 25 June 2019.
Postal or Proxy Votes
To apply for a postal or proxy vote form please call 01695 585014, email firstname.lastname@example.org or download an application form from how to vote. Or call in to: The Council Offices, 52 Derby Street, Ormskirk, West Lancashire, L39 2DF. Completed postal vote application forms must reach the Council by 5pm on Wednesday 26 June 2019, and completed proxy vote application forms must arrive by 5pm on Wednesday 3 July 2019.
Emergency Proxy Votes
Applications to vote by emergency proxy at the referendum can be applied for only on the grounds of a medical emergency or for occupation, service or employment reasons, where the reason occurred after 5pm on Wednesday 3 July 2019. Completed applications must reach the Electoral Registration Officer at 52 Derby Street, Ormskirk, West Lancashire, L39 2DF by 5pm on Thursday 11 July 2019.
