Why are these changes happening?

The Council has reviewed the current refuse and recycling collection service and is introducing changes to provide an improved and efficient service which ensures value for money to all our residents, as the number of properties across the Borough increases.

This is called Route Optimisation and by making a number of changes to collection days, the Council will continue to be able to collect your refuse and recycling on a fortnightly basis.


What do these changes mean to me?

Any residents who are affected by the Route Optimisation changes may have a change of collection day, a change to the order that your bins are collected e.g. refuse then recycling and / or a split collections.  A split collection means that refuse and recycling collections will take place on the same day on alternate weeks, similar to the current collection arrangement but if you subscribe to the Garden Waste Collection Service, this will be collected during the same week but on a different day to your recycling. 

Any residents who are affected by the Route Optimisation changes will receive an information pack outlining the changes, a new collection calendar and a sticker to be placed on top of your bin lid to help remind you of the correct dates to put your bins out.

Please be aware that not all residents are affected by these changes and if a resident has not received an information pack their refuse and recycling collections remain unchanged.


When will these changes start?

These changes will start week commencing 11 November 2019.


My bin(s) collections have changed and my bin will now not be collected for another week, what can I do?

If you have two consecutive weeks of grey bin collections (non-recyclable items) you can put out one container of glass, cans and plastics and one container of paper/card alongside your recycling bins on the day of your next recycling collection. Please ensure your items are visible, you can use any container and we will return it.

If you have two consecutive weeks of blue and green bin collections (recycling) you can put out 1 bin bag of refuse alongside your grey bin on the day of your next refuse collection.

If you have subscribed to the Garden Waste Collection Service and your next collection is longer than the usual fortnightly collection you can put out one container of garden waste alongside each brown bin that you have subscribed for on the day of your next garden waste collection.

From 25th November 2019 the Council will only collect waste that is contained within your bin. No additional containers should be presented.

Please help our staff by ensuring your additional containers are a suitable size and weight to allow them to lift and empty safely. 

If you have more waste you can either store it until your bin has been emptied and then present it for collection in your bin on your next collection.  Alternatively, if you have suitable transport you can take it to your nearest Household Waste Sites and you can find further details of where these are and the opening hours on Lancashire County Council website (external link)


What is a suitable container?

A suitable container for glass, cans and plastics could be a small plastic storage box which when filled with glass, plastic and cans is not too heavy. 

A suitable container for non- recyclable items is a black bin bag.

A suitable container for garden waste is a plastic storage box which when filled with garden waste is not too heavy. 


I have presented my bin on the right day but it hasn’t been collected what should I do?

If your bin has not been collected please click here to report a missed bin collection. Please keep your bin presented and we will collect it as soon as possible

To report a missed collection you will need to register and set up a self-service account.  If you have not created one before, simply register as a new user and activate your account.

Please Note: You can only report a missed bin from 6pm on the day your collection should have taken place.


My collection day has changed and I have presented my bin on the wrong day how can you help me?

If a resident has accidentally presented the wrong bin or presented on the wrong day, our recycling and refuse teams will return to collect the correct bin as soon as possible.  We will return on one occasion only whilst the changes are bedding in. Please click here to submit a Missed Bin Collection request on the new self-service facility and our crews will return to collect it as soon as possible.

I am not happy about the change to my bin collections days can I make a complaint?

We very much understand that because we have not reviewed the days your bins were collected for over 10 years this means a change for you. We have reviewed all the rounds across the Borough to ensure we can keep to a fortnightly collection for all residents rather than the need to consider 3 weekly collections. As it was a Council decision and a change in Policy to review and change the rounds to benefit everyone we would not register a complaint but if you would like to share your feedback on how the changes affect you, please use the General contact form


The changes mean I have two collections together?

Yes for some residents there may be two weeks when we collect either refuse or recycling consecutively. This is in order to move us across to the new rounds which are necessary to allow us to continue providing efficient fortnightly collections to every household in the Borough. For these households we can help you manage the two weeks that are together by accepting additional waste or additional recycling the following week. 


I am on a communal collection, how will this change?

If your collection day is changing you will have received a calendar. Please ensure that you put your waste in the correct bin, in the designated bin store/area for collection by the appropriate day.  Collections will continue on a fortnightly basis.
