Junction 4 scheme underway in Skelmersdale
Work on a major new employment scheme in Skelmersdale has begun, with contractors moving on site.
The steel frames are making good progress, marking a significant construction milestone as contractor Caddick Construction progresses work on site for Tawd Valley Developments.
The £14m Junction 4 development at White Moss Business Park will provide 45 new business units capable of sustaining up to 125 jobs. Just over 100,000 square feet of new space will be available. It is being project managed by Tawd Valley Developments Ltd and will plug a gap in supply for local businesses needing smaller industrial units ranging in size from 150m2 to 321m 2.
Mark Kitts, Managing Director of Tawd Valley Developments, said: “This is a key plan in our remit to boost the economy of West Lancashire and the employment opportunities for local residents.
“In recent years developers’ focus has been on ‘big box’ schemes, whereas the mainstay of the Skelmersdale market has generally been smaller industrial units and trade counters. We can plug that gap with best-in-class units right on junction 4 of the M58.”
The new development is a key part of the Council’s plans to boost the economy of West Lancashire as well as employment opportunities for local residents.

Rather than wait for an external developer to step in, we’ve taken direct action drawing on Tawd Valley’s expertise to tackle this clear market gap.
“By creating the kind of space our businesses say they need, this scheme will support expansion, attract new investment into Skelmersdale and ultimately help create new jobs and opportunities for local people.
"The Junction 4 development and the Skelmersdale Masterplan are testament to our big ambitions for this Borough's future."
Tawd Valley Developments Ltd is wholly owned by West Lancashire Borough Council and has a wide remit to boost the area’s housing and employment stock. It was also recently appointed by the Council in the role of master developer for the £150m redevelopment of Skelmersdale town centre.
Other projects in Tawd Valley Developments’ multi‑million‑pound pipeline include a series of schemes set out in the updated business plan approved in October 2025. This programme aims to deliver 680 new homes, 59 business units and a major public realm scheme.
TVD is also bringing forward the J4 Business Park scheme located next to the Investment Centre, creating new opportunities for growing and incoming businesses.
