Phase 1 of Digmoor affordable housing regeneration project in Skelmersdale is complete

West Lancashire Borough Council is delighted to announce the completion and handover of Phase 1 of the Digmoor regeneration affordable housing project in Skelmersdale. 

Delivered on behalf of the Council by the Council’s building company, Tawd Valley Developments Ltd, this milestone marks the creation of a new block of 12 high-quality apartments for social rent in Blythewood. 

Phase 1 has been supported by £1,128,000 of grant funding from Homes England, ensuring the delivery of modern, sustainable homes that meet the needs of residents.  

The scheme comprises of nine one-bedroom and three two-bedroom homes, with ground floor units designed to provide full level access and wet rooms, ensuring inclusivity and accessibility. 

The development also enhances biodiversity, with features such as bird and bat boxes, new hedgerows, native tree and shrub planting, and sensitive lighting design to support local wildlife.   

Councillor Nicola Pryce-Roberts, Lead Member for Housing, said: “These new apartments demonstrate our ongoing commitment to estate regeneration, strengthening communities and building social housing.  

“The apartments not only meet modern housing needs with energy-efficient design and inclusive layouts but also contribute to the wider community by enhancing biodiversity and creating a greener, healthier environment.” 

The new homes have been designed to reflect modern living standards. Built with timber frame construction, they include air source heat pumps, EV charging points, triple glazed windows and solar panels to power communal areas. 

Looking ahead, Phase 2 of the scheme will see the demolition of outdated flats within Blythewood and Banksbarn, to be replaced with 33 one and two-bedroom apartments as well as two- and three-bedroom houses for social rent. 

In total, the Digmoor project will deliver 45 new affordable homes, all to be owned and managed by West Lancashire Borough Council, providing long-term housing security for residents and strengthening the local community.
