West Lancashire Borough Council Chief Executive retires

West Lancashire Borough Council announces the retirement of its Chief Executive Jacqui Sinnott-Lacey, who stepped down from the role at the end of September following a period of illness.  

Jacqui Sinnott-Lacey has served as Chief Executive since 2019, leading the Council through a period of significant transformation and change. During her tenure, she oversaw key initiatives including:   

  • Navigating the Borough through the Covid-19 pandemic, showcasing strong leadership to ensure residents were safe and supported.   
  • The creation of Tawd Valley Developments, a Council-owned housing developer that has built accessible and affordable homes for West Lancs residents.   
  • Gaining approval to progress the ambitious £130m Masterplan for Skelmersdale Town Centre   
  • Leading the Council through numerous election cycles including local and national elections.   

West Lancashire Borough Council’s Leader, Councillor Yvonne Gagen, said:  "We are grateful for Jacqui’s dedicated service and leadership. Her commitment to public service and West Lancashire has made a lasting impact, and we wish her every happiness in her retirement."  

Reflecting on her time at the Council, Jacqui said: “It has been my absolute honour and a privilege to lead the Council as Chief Executive over the last six years and to serve the people of West Lancashire, but now the time has come to retire. This will give me the opportunity to focus on my treatment and to also spend some quality memorable time with my family. 

“I would particularly like take the opportunity to thank those of you that have supported me over the last 12 months.”  

The Council will begin the process of recruiting a new Chief Executive in the foreseeable future. In the interim, Deputy Chief Executive, Christopher Twomey will assume the responsibilities of the role.
