Closed Businesses Lockdown Payment

On 4 January 2021, The Prime Minister announced that National Restrictions are being re-introduced from 5 January 2021 and certain businesses and venues must close or restrict how they provide goods and services.

The Chancellor has announced that one-off top up grants will be made available for those that have been mandated to close by Government including non-essential retail, leisure, personal care, sports facilities and hospitality businesses.

The one-off Closed Businesses Lockdown Payments will be granted to closed businesses as follows:

  • £4,000 for businesses with a rateable value of £15,000 or under
  • £6,000 for businesses with a rateable value between £15,000 and £51,000
  • £9,000 for businesses with a rateable value of over £51,000

There will be no application process for this scheme and payments will be made to eligible businesses automatically, alongside the National Lockdown Business Support Grant - 5 January onwards scheme. We aim to start making payments under these schemes W/C 18 January 2021.

A discretionary fund will also be made available to support other impacted businesses.


 National Lockdown Business Support Grant - 5 January onwards

If your business has been mandated to close from 5 January 2021 and you have already received a National Lockdown Business Support Grant for the period between 5 November and 2 December, please be advised you do not need to apply for further funding. Eligible businesses will automatically receive a payment under the new National Lockdown Business Support Grant - 5 January onwards Scheme and will receive an email advising you of the amount and date it will be paid.

The National Lockdown Business Support Grant- 5 January onwards scheme is applicable to all businesses which were required to close due to National Restrictions from 5 January 2021 until Spring 2021

Businesses that are required to close by Government include non-essential retail, leisure, personal care, sports facilities and hospitality businesses. To check what businesses and venues which must close please visit Businesses and venues which must close (external link).

If your business has been forced to close from 5 January 2021 until further notice and you have not yet received financial support please visit National Lockdown Business Support Grant - 5 January onwards for more information.

 


 National Lockdown Business Support Grant - November to December

If your business has been mandated to close from 5 January 2021 and you have already received a National Lockdown Business Support Grant for the period between 5 November and 2 December, please be advised you do not need to apply for further funding. Eligible businesses will automatically receive a payment under the new National Lockdown Business Support Grant Scheme and will receive an email advising you of the amount and date it will be paid.

 Tier 4 Local Restrictions Support Grant (Closed Businesses)

Please Note: The Tier 4 Local Restrictions Support Grant has been replaced with the National Lockdown Support Grant whilst National Restrictions are in place. No payments can be made through the Tier 4 Local Restrictions Support Grant (Closed Businesses) scheme for closures during this time.

The Tier 4 Local Restrictions Support Grant (Closed Businesses) is applicable to all businesses which were required to close due to Tier 4 Local Restrictions. West Lancashire was placed under Tier 4 Local Restrictions from 31 December 2020 until 4 January 2021, when National Restrictions were re-introduced.

Businesses that are eligible are those that have been mandated to close by Government and include non-essential retail, leisure, personal care, sports facilities and hospitality businesses. Businesses will not be eligible for multiple versions of the Local Restrictions Support Grants under Tier 4 restrictions.  When Tier 4 restrictions are imposed then Tier 2 and Tier 3 Local Restrictions Support Grant (Open Businesses) and Local Restrictions Support Grant (Sector) will cease to apply, and Tier 3 Local Restrictions Support Grant (Closed Businesses) will be superseded by the conditions set out in this Tier 4 grant scheme.

This funding will be provided on a rolling 14-day basis for as long as Tier 4 restrictions apply and the level of grant awarded will be in line with the current thresholds under the Tier 3 LRSG (Closed Businesses) scheme.

If your business is eligible and has been mandated to close due to the Tier 4 restrictions from 31 December and you have already received a National Lockdown payment please be advised your next payment will be automatically processed and you will receive an email advising you of the amount and date it will be paid.  Please allow 10 working days from 4 January for payments to be processed.

 Tier 3 Local Restrictions Support Grant (Closed Businesses) 

Please Note: The Tier 3 Local Restrictions Grant has been replaced with the National Lockdown Support Grant whilst National Restrictions are in place. No payments can be made through the Tier 3 Local Restrictions Support Grant (Closed Businesses) scheme for closures during this time.

The Tier 3 Local Restrictions Support Grant (Closed Businesses) is for businesses providing services in person to customers from their business premises, but which were then required to close for at least 2 weeks between October 17 - November 4 and from 3 December due to Local Coronavirus Alert Level 3 (Very-high) Restrictions in West Lancashire imposed by government.

 Additional Restrictions Grant (ARG)

The Additional Restrictions Grant (ARG) is a discretionary grant scheme to help those businesses not legally forced to close but severely impacted by Localised and National restrictions and those business which have not been eligible for support through the National Lockdown Business Support Grant, Tier 3 Local Restrictions Support Grant (Closed Businesses) or the Tier 2 and Tier 3 Local Restrictions Support Grant (Open Businesses) schemes.

Businesses eligible for support through the National Lockdown Business Support Grant, Tier 3 Local Restrictions Support Grant (Closed Businesses) or the Tier 2 and Tier 3 Local Restrictions Support Grant (Open Businesses) schemes should not apply for the Additional Restrictions Grant.

 
 Tier 2 and Tier 3 Local Restrictions Support Grant (Open Businesses)

No payments can be made through the Tier 3 Local Restrictions Support Grant (Closed Businesses) scheme for closures during this time.

The Tier 2 and Tier 3 Local Restrictions Support Grant (Open Businesses) scheme is aimed at hospitality, hotel, bed & breakfast and leisure businesses that are not legally required to close but which are severely impacted by localised restrictions prior to and after the National Restrictions were enforced.

 Christmas Support Payment for Wet-led Pubs

The Christmas Support Payment for wet-led pubs scheme supports eligible pubs that predominantly serve alcohol rather than provide food and have been severely impacted over the festive season due to temporary Local Restrictions.

Eligible businesses will be paid a one-off lump sum of £1,000.

 Local Restrictions Support Grant (Sector)

The Local Restrictions Support Grant (Sector) scheme is aimed at nightclubs, casinos and adult entertainment venues who have been under mandated closure since March 2020.

Financial support will be made from 1 November 2020 and eligible businesses will be contacted separately. There is no application process for this grant scheme.
